Check the state agricultural loan route and qualifications

Hawaii’s Department of Agriculture and Biosecurity administers an agricultural loan program for qualifying producers, including certain new-farmer and aquaculture situations. Its role includes addressing financing needs that private credit does not adequately meet, with different requirements across loan categories. Applicants should review the current qualification rules and discuss whether a direct state loan or a lender participation arrangement is relevant. A general desire to start farming is not enough to establish eligibility or demonstrate that the planned enterprise can repay borrowing.

Document the land rights and practical production costs

For an island operation, show the terms of any agricultural lease, access to water and the delivered cost of equipment or inputs. Freight, storage and the distance to buyers can materially affect the cash forecast even when the productive area is small. If leased land supports buildings or irrigation, establish the permissions and remaining lease term before proposing those assets as part of the project. The state’s qualification guidance should be checked against the applicant’s actual experience, legal status and credit circumstances rather than assumptions based on another borrower’s award.
